Residential Appraisal Notices
May 1, 2015 - 2015 Residential Appraisal Notices will be dropped in the mail.
ARB Information
The county facility, leased to the Central Appraisal District underwent extensive renovations during March and April and informants meeting with any of the agents were postponed due to lack of space. The main build out was not fully released to the district until April 26; therefore, appraisal notices were held and mailed the latter part of April. The new Appraisal Review Board (ARB) building was completed and the occupancy permit issued the first of June. The number of hearings the ARB facilitates rises each year. In 2008, four ARB panels heard 1097 protests; in 2009, panels heard 1801 protests. In 2010, the ARB expanded to even panels facilitating 10,426 hearings; in 2011, the ARB facilitated 10,995 hearings; and in 2012, the ARB heard 15,729 hearings. In 2013, the ARB expanded to nine panels hearing 24,460 protests. In 2014, a separate building was constructed, by the county, to facilitate the ARB's expansion to ten panels--which as of December 16, 2014, held 22,690 hearings with 5,616 remaining.

Appraisal Capitalization Rate for Low Income Housing
Pursuant to Sec. 11.1825(r) of the Texas Property Tax Code, the Tax Appraisal District of County gives public notice of the capitalization rate to be used for tax year 2010 to value properties receiving exemptions under this section. Rent restricted properties vary widely. These variations can have an affect on the valuation of the property. A basic capitalization rate of 9.85% will be used to value these properties; although adjustments may be made based on the individual property characteristics and the information provided to the chief appraiser as required under Sections 11.182 (d) and (g), Property Tax Code.
Limiting residential photos, sketches or floor plans on the Internet
S.B. 541 adds Section 25.027 to the Tax Code prohibiting the posting of appraisal records on the Internet if the information is a photograph, sketch or floor plan of an improvement to real property that is designed primarily for use as a human residence. The prohibition does not apply to an aerial photograph that depicts five or more separately owned buildings. The bill is effective September 1, 2005, and affects homeowners and appraisal districts.
